Background of the Study

Gender representation in governance, particularly at the local government level, is a significant indicator of political inclusivity and equality. In Katsina Local Government Area, the underrepresentation of women in local council governance has become a topic of discussion, especially as gender equality continues to be a focus of both national and international development agendas. Despite strides towards gender parity in political participation, women in Katsina LGA, as in many other parts of Nigeria, face challenges such as cultural barriers, discriminatory practices, and lack of support in their political careers (Ajayi et al., 2023). Local governance remains predominantly male-dominated, and the lack of adequate representation of women in decision-making processes affects the formulation and implementation of policies that address gender-specific issues, including education, healthcare, and economic empowerment (Ogunyemi, 2023). Research has shown that political representation is key to ensuring that women's voices are heard in policy development, and the participation of women in governance contributes to more inclusive, equitable, and effective leadership (Ibrahim & Atiku, 2024). Thus, evaluating the gender representation in Katsina LGA requires not only assessing the number of women in local council positions but also understanding the structural and societal factors that influence women’s participation in local politics. This background sets the stage for a comprehensive evaluation of the extent to which gender representation is achieved and the barriers that persist in the region.

1.2 Statement of the Problem

The problem of gender underrepresentation in local council governance in Katsina LGA is evident in the minimal involvement of women in key decision-making roles. Despite the growing emphasis on gender equality in Nigeria's political landscape, women continue to face obstacles in accessing political positions at the local government level. This situation is largely attributed to cultural norms, gender stereotypes, and limited access to political resources (Mohammed et al., 2023). While some progress has been made, particularly in the establishment of gender quotas and other affirmative measures, the practical application of these frameworks in Katsina LGA has been inadequate. Therefore, there is a need to evaluate the current state of gender representation in the local government to identify the causes of this underrepresentation, and to suggest actionable strategies that could improve women's participation in local governance in Katsina LGA.

1.3 Objectives of the Study

  1. To evaluate the level of gender representation in local council governance in Katsina LGA.

  2. To examine the barriers women face in attaining political positions within local government in Katsina LGA.

  3. To propose strategies that can enhance gender inclusivity in local council governance in Katsina LGA.

1.4 Research Questions

  1. What is the current level of gender representation in local council governance in Katsina LGA?

  2. What are the primary barriers preventing women from achieving political representation in local government in Katsina LGA?

  3. How can gender inclusivity in local council governance be improved in Katsina LGA?

1.5 Research Hypothesis

  1. The level of gender representation in local council governance in Katsina LGA is significantly low.

  2. Cultural norms and gender stereotypes are the primary barriers hindering women’s political representation in Katsina LGA.

  3. Implementing gender-inclusive policies will significantly increase women’s political participation in local governance in Katsina LGA.

1.6 Significance of the Study

This study is significant as it highlights the need for gender equity in local governance in Katsina LGA. The findings will contribute to the broader discourse on women’s political empowerment in Nigeria, offering insights into the challenges that women face in securing political positions within local councils. The study will provide data that can inform policy reforms aimed at enhancing women’s participation in political processes at the local level. Furthermore, it will contribute to the academic understanding of gender equality in political representation in Nigeria, particularly in Northern Nigeria where cultural barriers are more pronounced (Oluwadare & Oyekunle, 2024). By focusing on local government structures, the research will assist policymakers in designing targeted interventions that support women in overcoming the socio-political barriers they encounter in their pursuit of political office. This research will also serve as a reference for other regions in Nigeria and Sub-Saharan Africa that face similar challenges related to gender inequality in political representation.

1.7 Scope and Limitations of the Study

The study focuses on the evaluation of gender representation in local council governance within Katsina Local Government Area. It will primarily assess the participation of women in local political offices such as councilors and mayors, as well as the impact of traditional and cultural practices on women’s political success. Limitations may arise from the accessibility of official political data, particularly in rural areas, and the potential bias in participants' views, especially when discussing deeply entrenched cultural norms. Furthermore, while the study aims to cover the current political environment in Katsina, it may not account for historical political shifts or long-term trends in gender representation at the local level.

1.8 Operational Definition of Terms

  • Gender Representation: The extent to which both men and women are represented in political offices and decision-making roles.

  • Local Council Governance: The system of local government administration, including elected officials who make decisions on behalf of local communities.

  • Political Empowerment: The process of increasing the political participation and representation of marginalized groups, including women, within governance structures.
